MINUTES OF BOARD OF DIRECTORS’ MEETING OF March 5, 2016
The quarterly meeting of the Board of Directors of the Oregon Pilots’ Association was called to order at 10:00 AM, March 5, 2016.
Present were: Neal White, President; Mary Rosenbaum, past President and VP Legislative Affairs; Kim Muinch, Treasurer; Katie Braun, Director of Public Relations; Gail Boyle, Prop Wash Editor; Joe Smith, Portland Metro Regional Director; Gary Miller, Central Oregon Chapter President; Michele Bradley, Port of Tillamook Bay; Dave Martin, President of the Polk County Chapter; Bill Goodman, President of the Tillamook Chapter; Monce Kelly Matthews, Portland Chapter; Manuel Rodriquez, Brian Boehler, Todd Webster, Tom Deyoe, Hans Hoppe, and Jeff Barenvogle; and all of the Tillamook County Pilots Association; and Tom Flaherty, Secretary.
Introduction Bill Goodman, President of the Tillamook Chapter, welcomed everyone and introduced Brian Boehler who spoke about the Coast Guard helicopter which flies out of Newport. It has saved many lives and it has helped to protect sport fishermen, surfers and the general public. The Coast Guard helicopter flies daily at 11:15 AM and overnights in North Bend. The Coast Guard has proposed that it be transferred to another Coast Guard Station. It is now on a one-year extension and might be pulled out of Newport at any time.
President Neal White’s Report. A motion was made and seconded to approve the minutes of the November 14, 2015 meeting of the OPA Board of Directors. The minutes were approved by a majority vote of the board.
Neal White reminded everyone that the annual convention of the OPA would be held on Saturday, June 25, 2016, 10:00 AM to 5:00 PM in Hood River at the WAAM museum. Attendees will receive WINGS credit for Mary Schu’s seminar as the convention’s keynote speaker on inflight emergency procedures. The seminar will be presented after lunch.
The president announced that the Explore Oregon is now being held from February 20 to August 14, 2016 for 16 airports. The flying books can be purchased for $25.00 apiece.
The Poker Run flights will be held on Sunday, August 14 and will start at Independence and will go to Corvallis, Lebanon, Mulino and will end at the Salem Airport with lunch.
The president discussed the new Salem Class D airspace and its effect on Independence. The new airspace will become effective on May 26, 2016 and will be published in the aviation charts on June 1, 2016. Copies of the proposed Salem Cass D Airspace chart addition were made available to the board members and a copy is included as Exhibit #1 to these minutes.
Kim Muinch Treasurer’s Report. The treasurer’s financial report is attached hereto as Exhibit #2 to these minutes and include a table of contents and 15 pages of financial information. The report includes a profit and loss trend; member dues income trend; member dues and advertising trend; a recap of programs, promotions and events; cash in bank, year-end trend; treasury accomplishments, activities and issues for the fourth quarter; treasurer’s check list of duties and responsibilities and profit and loss details for 2015.
The treasurer discussed the general trends in OPA’s income sources such as dues, Prop Wash advertising, Poker Run, annual convention and promotions and events. The dues are stable since the economic recovery began at around $6500.00 per year. Prop Wash advertising is increasing and has been around $5000.00 per year. The annual convention has shown a loss for the last four years and Explore Oregon book sales have shown an upward trend as has the Poker Run.
OPA’s cash in the bank for 2014 was $13,320.30 and for 2015 was $16833.21.
OPA’s current membership for January, February and March of 2016 is 380.
The treasurer’s list of accomplishments is set forth on page 6 of Exhibit #2.
Legislative Affairs / Mary Rosenblum Report Mary Rosenbaum reported that the proposed Owyhee National Monument in eastern Oregon will contain approximately 2.5 million acres and will close down numerous eastern Oregon back country airports. OPA is requesting an aviation waiver from the U.S. Bureau of Land Management.
The 2015 Oregon legislative session is over. There were no aviation bills. OPA is proposing an Oregon legislative aviation caucus.
Prop Wash Report Gail Boyle reported that the Prop Wash is published every two months and that she decided to keep the advertising at the end to save time and publishing expenses.
Public Relations Katie Braun reported that she is working on an update of OPA’s website.
Membership Committee Report. Kim Muinch reported that the Oregon Department of Aviation has 4800 paid pilot members. He proposed that we use that membership list to recruit new OPA members.
Polk County OPA / Independence Chapter Report Chapter President Dave Martin reported that the chapter has monthly meetings on the third Thursday of every month and that there are about 26 attendees at each meeting. He reminded us that the Hop and Heritage Celebration will be held on September 17, 2016 at the Independence Airport (7S5) and will include hot air balloons. There will be a Breakfast Flap Jack Feed from 7:00 to 11:00 AM, and helicopter rides. The new frequency for 7S5 is 122.975. The profits from the Flap Jack Feed will be used for youth scholarships.
Central Oregon Chapter Report Chapter President Gary Miller reported that the members meet the third Thursday of every month. He reminded us that he Madras Airshow will be held this year on August 26 and 27, 2016 from 1:30 PM until 3:30 or 4:00 PM on August 26 and from 10:00 AM to 12:00 PM on August 27.
Tillamook Chapter Report Chapter President Bill Goodman reported that the chapter has 7 to 9 members and that is gaining new pilot members.
New Business: Mary Rosenbaum proposed that OPA sponsor a legislative enactment of a bill repealing and abolishing the Oregon pilot registration fee on pilots and aircraft. She also proposed that OPA sponsor an Oregon State Airport Guide to be published by the Oregon Department of Aviation with the OPA website on the front page.
In closing President Neal White proposed honorary life membership for Mary Schu as the FAA’s 2015 Instructor of the Year. He reminded us that the next board meeting will be from 10:00 AM to 12:00 PM on June 25, 2016 at the annual convention at WAAM in Hood River.
The meeting was adjourned at 1:00 PM.
